TREASURER’S DUTIES & RESPONSIBILITIES
The County Treasurer is the custodian of public funds. It is also the responsibility of the Treasurer to receive and distribute the revenue and public monies of the county. No money or funds shall be paid out of any county treasury, except in accordance with an order of the county board, or when payment is specially authorized by law to be made. The Treasurer shall keep proper books of account, in which shall be kept a regular, just and true account of all monies, revenues, and funds received, stating particularly the kind of funds received, the date when, by whom and on what account each particular sum in money or other funds was received, and also of all monies, revenues and funds paid out agreeably to law, stating particularly the date when, to whom, and on what account payment is made. Quarterly and annual fiscal year reports are prepared for all the funds under the Treasurer’s jurisdiction.
The County Treasurer has the authority and obligation to invest monies in compliance with the guidelines and restrictions set forth in the statutes. The county’s money is invested in banks within Macoupin County. Investment objectives are safety of principal, liquidity, and maximum rate of return.
Each month the Treasurer shall file a monthly report with the County Clerk and the County Board summarizing the financial status of their office, including the amounts of money invested in banks.
The County Collector is responsible for the preparation and mailing of the real estate, mobile home, and the drainage districts tax bills within the county. It is also the responsibility of the County Collector to collect the taxes and to distribute the tax money proportionately to the taxing districts.
The monies received are kept in Interest Bearing Accounts and/or invested. The interest earned on these accounts is disbursed to the various taxing districts.
The County Treasurer holds an annual tax sale towards the end of each year’s collection cycle, per State Statutes, to sell the tax on every parcel that remains unpaid.
The Treasurer collects transfers of monies from the State. These transfers include in part; sales tax, supplemental sales tax, income tax, personal property replacement tax, salary reimbursements, and motor fuel tax.
In Macoupin County the Treasurer is the authorized agent for the Illinois Municipal Retirement Fund for all of the county employees. All records are kept in the office and monthly reports of IMRF earnings and contributions are submitted to IMRF.

REAL ESTATE TAX BILL QUESTIONS & ANSWERS
1. What is my parcel identification number (PIN)?
Your PIN number, or parcel identification identifies your particular piece of property. If you need this number, contact our office at 217-854-4014. You can give your name and property address and we can provide you with a PIN number.
2. I haven’t received my tax bill yet. When will I get it?
Tax bills will be mailed no later than July 9th, 2024 If you have not received your bill by July 21, please contact our office.
3. What if I do not receive a bill?
If you do not receive a bill, it is your responsibility to contact our office to get a duplicate bill. Failure to receive a tax bill, or receiving one late for any reason, will not relieve the taxpayer from paying taxes or late payments.
4. What if I receive a bill that is not my responsibility to pay?
If a mortgage company is to pay your bill, you should forward the bill to them. If you no longer own the property and you know the name and address of the new owner/taxpayer, please forward the bill to them. The bill can also be returned to our office along with a note giving us any info that you may have regarding the name/address for the correct taxpayer. Upon receipt of the bill we will make every effort to get the bill to the correct taxpayer.
5. What do I do if I believe my tax bill is incorrect?
The County Collector (217) 854-4014 has information pertaining to the actual tax bill amount. The County Clerk (217) 854-3214) can answer questions about various tax rates and levies. Your local Township Assessor can explain how your assessment was determined and explain any assessment change from the previous year. The Supervisor of Assessments (217) 854-8281 can offer assistance relating to the filing of assessment complaints and the following exemptions: The Homeowners Occupancy Exemption, The Senior Citizens Homestead Exemption, The Senior Citizens Assessment Freeze Exemption, the Homestead Improvements Exemption, and the Disabled Veterans Exemption. Check your bill(s) to see if you have
been given credit for the exemptions that you’re entitled to; if not, contact the Supervisor of Assessments office (217) 854-8281.
DELINQUENT TAX SALE QUESTIONS & ANSWERS
Please be aware that when you purchase at the tax sale, you are purchasing taxes, not property. Purchasing tax is a complex legal procedure. It is advised that you contact an attorney, and/or review the Illinois Compiled Statute prior to participating in a tax sale.
1. When will your next tax sale be held?
The delinquent tax sale will be held on Monday, November 18th, 2024.
2. Where is the tax held and what times does it begin?
It is held at the Macoupin County Jail Complex, Conference Room, 215 S East St, Carlinville, IL, 62626 and will begin at 10:00 A.M.
3. When and where do you advertise for the sale?
We advertise in county newspapers at least 10 days before Application for Judgment which is the Monday before the tax sale.
4. Can you send me a list of the parcels that will be available?
Lists (copies of the judgment book) are available for a $100.00 prepaid fee. We will then send you a list when they become available.
5. Do I need to register for the sale and is there a fee for this?
Yes, there is a $250.00 fee to register. You must register in writing at least 10 business days before the sale by sending a letter to the Macoupin County Treasurer’s Office, P.O. Box 20, Carlinville, IL 62626. Please include the name of buyer to go on the certificate, name of person(s) buying at the sale, mailing address, telephone number, and FEIN number.
6. What form of payment do you accept?
Personal checks, business checks, cashier’s checks or cash will be accepted. Taxes must be paid immediately after the close of the tax sale.
7. What happens to the parcels that are not sold at the auction?
All parcels will be sold at the tax sale.
8. Will the tax sale be final?
Yes.
9. Can I bid without attending (via mail, or a representative)?
The format of the tax sale is automated. You or a representative must attend the sale to participate.
10. If I end up with a parcel, does the county handle the foreclosure process?
It is the tax buyer’s responsibility to follow procedures necessary to acquire a deed.
11. Will all other liens be cleared from the property as a result of the sale?
No, the tax sale does not clear any liens from property.
12. Is a copy of the statutes and rules regarding the sale available for purchase.
The tax sale is governed by the Illinois Compiled Statutes and the Statutes are available at your local library or on line.
13. Where do I call for redemption information?

Mobile Home Privilege Taxes

The procedures below are required by Illinois Compiled Statutes, Chapter 35, Act 88-670, 515/4. Any person furnishing misinformation for purposes of registration or failing to file a required registration is guilty of a Class A misdemeanor.
When purchasing a Mobile Home you must register with the Township Assessor’s office in the
Township in which the Mobile Home will be located or in the County Assessor’s office within 30 days of purchase and must show the following.
1. The name, address of the owner, and every occupant of the mobile home.
2. The location, the year manufactured, and the total square feet of the mobile home.
3. The date that the mobile home became occupied.
4. The date the mobile home was initially placed in the county, or was moved to a new location.
5. The mobile home license/serial number, the towing vehicle license number and the State
issuing the license.
BUYING OR MOVING A MOBILE HOME
1. Before buying a Mobile Home, please contact the Macoupin County Treasurer’s Office
to ensure there are no outstanding taxes against it. If you purchase a Mobile Home with a lien on it you will not get a clear title to your home.
2. CERTIFICATION – State of Illinois requires all taxes to be paid before any changes can be made on a mobile home title. The certification form is completed by the Macoupin County Treasurer’s office (no fee) based on the information on the mobile home title. You will need to take the mobile home title and certification form to an Illinois Secretary of State Office for processing any changes.
3. When purchasing or moving a Mobile Home, ***any land owner on which an inhabited mobile home is located, is required to register with the Township Assessor’s office in the township in which the Mobile Home will be located or in the County Assessor’s office within 30 days of purchase.
4. Before moving a Mobile Home, you must obtain a moving permit from the Macoupin County Treasurer’s Office. There is no charge for this permit. If you move a Mobile Home without a permit, you are guilty of a Class B misdemeanor.
AVAILABLE REDUCTION OF MOBILE HOME TAX
Owner occupied mobile homes are eligible for a reduction of 20% of their total taxes if the owners are 65 years of age or older or disabled. Eligible owners need to call the county assessor or their township assessor for an application.
MOBILE HOME TAX
1. Mobile Home assessments are determined for tax purposes in January of each year. The owner of record as of January 1 is responsible for that year’s Mobile Home taxes. Tax bills will be mailed by the Treasurer’s Office. (The 2006 tax amounts and the due date for payment of the taxes are not available at this time). After the tax bills are completed and mailed you will be able to pay the tax amount due on or before the due date shown on the tax bill without penalty. After the due date, a $25.00 per month penalty with a maximum of $100 will be assessed to all outstanding balances.
2. If you receive a Mobile Home tax bill in error or if any information on your Mobile Home tax bill is incorrect, please contact the County Treasurer’s office at (217) 854-4014.
