ANY MAIL DEEMED TO NOT MEET THE BELOW GUIDELINES WILL BE DESTROYED
1. All incoming mail must be addressed with the inmate name and inmate ID number
2. All incoming mail must have a return address on the envelope
3. All incoming mail must be no larger than 81/2 x 11 inches (letter size), no thicker than light card stock and able to be fed through a sheet fed scanner.
4. All incoming mail shall be opened and inspected or read to determine if contraband is enclosed or any violation of jail rules has occurred. If such is found, mail will be destroyed and not returned.
5. Prohibited Mail:
a. Stamps
b. Blank Envelopes
c. Stationary
d. Cash, checks, or any other forms of currency
e. Threats of physical harm against any person or threats/details of criminal activity.
f. Plans to smuggle contraband into or out of the institution
g. Information to formulate escape plans, to commit a crime or to Violate jail rule(s)
h. Solicitation or gifts, goods, money, Or things of value from individuals Or entities other than family or
Established close friends.
i. Code or gang insignia
j. Obscene language or drawings
k. Information that if communicated, would create a threat to the security of the institution.
l. None of the following may be included or attached:
Currency
Address Labels
Stickers
Homemade cards
Plans to smuggle contraband
Musical cards
Non-white envelopes or paper
Information to formulate escape
Paintings
Tracing paper
Pages from coloring books
Drawings in colored ink, marker, crayon, or glitter.
Raised decorations
Paint, or the use of white out, glue or any other liquid form.
6. Pictures are the only enclosures permitted to be mailed to inmates
a. Each inmate is allowed up to 10 photographs per package, but theses MUST be printed on photo paper.
b. Printouts from the internet, colored pages, and provocative material (i) are not permitted and will be destroyed.
(i) Provocative material is generally defined as follows: “causing annoyance, anger, or another strong reaction” or “ arousing sexual desire or interest.”

c. Mail with postage due.
• Inmates requesting Mental Health or Medical Treatment should obtain a sick call slip from a Correctional Officer. The sick call slip must be filled out and returned to a Correctional Officer. Slips will be submitted to the Medical Staff.
• Inmates requesting to see the nurse will be charged $5.00. Inmates requesting to see the doctor will be charged $15.00. These funds will be deducted from the inmate’s account. (Fees subject to change without notice).
• Inmates will not be denied medical attention in the event of insufficient funds on the inmate’s account. However when funds become available any amounts due will be deducted.
• All medication prescribed by the medical staff must be taken at the time prescribed and in the presence of the Medical Staff or Correctional Officer.
• Any inmate found in the possession of any medication in his/her cell or on his/her person will be denied all non-life threatening medication.
• Only emergency dental care will be provided.
• Inmates will be entitled to (1) 20-30 minute in-person visit on visitation days.
• Inmates are not allowed to receive incoming phone calls.
• To receive a “collect” call from an inmate, you must first set up an account. This can be done by calling 877-998-5678. Your phone will then be allowed to receive a call from an inmate in the Macoupin County Jail. All outgoing calls from inmates will be “collect” calls.
Inmate Phone Cards, Chirping
• Friends and Family of Inmates can deposit money for inmate Phone cards, and chirping by the following methods.
• In person deposits will only be accepted by using the Blue kiosk in the outer front lobby.
• Inmate Phone card, and chirping purchases can also be made on-line at: inmatesales.com or by calling 877-998-5678.

• Any items an inmate needs while being incarcerated in the Macoupin County Jail is sold on the jail commissary. Basic Hygiene items will be provided as needed to all inmates.
• Inmates will be allowed to receive photos via the U.S. Mail only. Photos will no longer be accepted during visitation. The following restrictions apply to inmate photos.
• Photos containing any nudity or gang related symbols will not be accepted.
• Photos must not be in a frame or sealed in a cover or case of any type.
• Inmates may arrange for their personal property to by picked up by a friend or family member. All requests must be made in writing and the person picking up the items from an inmate’s personal property locker, may be asked to provide photo identification at the time of pickup.
• Inmates may receive clothing for jury trial purposes from a friend or family member. Any clothing dropped off at the Macoupin County Jail for an inmate to wear at jury trials, must have prior approval from the Jail Administrator and received at least 48 hours prior to the trial date. Any clothing dropped off less than 48 hours prior to the trial date will not be accepted.

How does an inmate know the rules of the jail?
Upon entry into the jail, all inmates are given a copy of the jail rules and regulations.
Are there any materials that an inmate is not allowed to have?
Photos containing any nudity or gang related symbols will not be accepted.
Can I call the jail to have a message given to an inmate?
Messages from outside of the Jail will not be relayed to an inmate.
Does an inmate get to make phone calls?
Telephones are provided in the cell blocks for use 7:00 a.m. to 10:00 p.m. daily.
All calls must be placed collect or inmates may purchase phone calling cards.

Are church services available for inmates?
Non-denominational church services are provided within this facility on
Monday evenings. Other clergy may visit in the public visiting room,
time permitting.
Can an inmate purchase personal items in the jail?
Items for personal use must be purchased through the jail commissary system.
How often is the commissary available?
One time per week.
How much money can an inmate have on his account while in jail?
Total amount of money on inmate’s book at any given time is $300.00.
Can one inmate give money to another inmate while in jail?
Money will not be transferred from one inmate’s account to another account.
